I sharpened the photo, then used a gradient in Photoshop to darken the top part of the photo, then I lightened up the middle levels of the whole photo.

Added sharpness with unsharp mask and local contrast. Adjusted white balance.
Used linux software in Kubuntu but the same can be done with gimp 2.6 freeware in windows.
