As far as I know, there are no guns on top of that hill. What we see on your photo is something else, just a coincidence of something similar in shape.
Cape Verde has a very small army and coast guard.

In São Vicente Island there is a military area near the Monte Cara, in a place called Morro Branco. It is in the opposite direction of the harbor, seen from Mindelo city. But don't worry; if you go there, the military simply don't let you enter the gates (like all over the world), but almost for sure they are nice to you and will enjoy a little talk.
On the summit of the island, in Monte Verde (top of my last photo), there are communications antennas and other buildings guarded by the military. But, also, they are nice people, they won't be violent. You can go to the summit of Monte Verde freely and enjoy the view.
