Default To Keir - explanation of the truck

Basically, there are trucks like this all over Tokyo near the embassies. The guy on top is there to look out for any bad guys. If he sees something suspicious, he signal the driver and the driver will ram into the suspects car (notice the front grill) and the guy on the right will pull the road block fence across. On the other side of the road is a heavy duty bus ready to do the same thing.

The Russian embassy in particular is heavily guarded because it is often the target of right-wing protests. This is mainly because Russia continues to hold some islands off the coast of Hokkaido that it seized during WW2. Although I suspect very few ordinary people actually care much about the issue, right wing groups use this as a rallying point.
