This non-functioning traffic signal was located at a check point south of Jaurez en route to Chihuahua City.
The color and the fact that it seemed so symptomatic of the lack of resources and infrastructure within the Mexican government inspired the shot. We certainly take simple efficiencies for granted in the U. S. As simple as they are...
